Nope but ADM Jellico definately gave the command numerous times in his rise to supreme command. As did HRM (Also a naval officer) George VI and even famed sub-hunter Johnny Walker

A winner and well done BETANOV! close enough: the actual order "splice the mainbrace" actually meant...Splice the mainbrace-during action!!! the massive rigging to move the yards being essential to the operation of a sailing ship and aimed at specifically in the age of sail. HMS Victory, for example, which lost two masts and her steering at Trafalgar was in tough straits. Since this was very hazardous under fire, an extra 'tot' would be issued to those adept with a marlinspike reweaving the thick rope under fire... And to the fleet after a successful engagement. Ultimately, sails long gone, the expression was limited to the imbibing of the tot. My post is the 'dead giveaway'...including the sig: ie Lord Nelson, so the legend goes, was placed in a cask of refined spirits...and the tars drank the contents of the cask- "tapping the admiral to splice the mainbrace" Naturally when the extra grog order was to the whole fleet the flag signal was hoisted. The 'tot' was discontinued on a daily basis in 1970 The signal flags-Now available from Pusser's (purser)"Nelson's Blood" Rum $39.95. Those will look good on my flag halyard...
