SH4 Add-On

I've read a number of posts, especially in the Add-on sub-forum but I haven't been able to receive a definitive answer. Some tantalising hints, though.
I'm contemplating purchasing a boxed copy of the add-on (which btw retails here for the equivalent of about US$30 or about 20 euros). However I have absolutely no interest in the U-boat aspect of the add-on.
So, what does the add-on add to the US aspect of SH4? I've read that it also upgrades SH4 to 1.5, am I correct?
