Yes, ranges are in hectometers, in units of 100m. 10 being 1km. But you won't hit much with those torpedoes if they can go 10km. Your aiming with the TDC is not going to be good enough at those distances. You need to set quite accurate speed and AOB to be able to hit such a speck on the horizon..
