Its because Gordon Freedman dosent need one... He has a force feild around his head. lol (but thinking back on HL1 I dont think Black Mesa cares.)

I always wounder why Black Mesa would use suits with no helment... I mean, we have to wear Goggles just to mess with fire & flammable chemicals/stuff in school.

On the other hand there isn't much worth being protected in the head anyway...
