Default Attacks on Neutral Harbours

Hello everyone.

I have a question to ask regarding attacks on neutral ports. I took my U-Boat (September 1941) to Istanbul and I destroyed a Greek Tanker inside the harbour. I was submerged when I attack but right afterwards I surfaced and left the harbour without any trouble whatsoever. The Turkish military boats didn’t even bother to move or try to stop me. On another mission I went inside an American harbour and after I hit a couple of British ships (while submerged) I tried to leave. All hell broke loose. Every American military boat was trying to stop me and they opened fire against me.

Now the question. In both cases I did violate the neutrality and the territorial waters of both countries (USA and Turkey). In both cases I did attack only enemy boats and no neutral ones. I do understand from the realism point of view why the Americans attacked me but as far as the game is concerned I cannot understand it. In the Readme file says that neutral units attack you only if you attack first. I haven’t attacked neutral units and the behaviour of the Turkish and the American Navy was different. Any ideas why??? I cannot understand it really.
