I downloaded world mod 3.0 but I need to know what file to put it in to make it work thanks

The World Mod has many bug, you should try the Harbour Traffic Mod.

You need the stand alone version if you don´t use RUb.

It's a great utility that enables you to manage all mods you install. Instead of installing the mods directly into the game, you install them to a dedicated folder created by JSGME. Then you can simply enable or disable the mod by using the mod enabler (JSGME). If something goes wrong with the game after you try a mod, or if you simply don't like it, you can just disable it using this, instead of manually keeping track of all the mod files and manually delete them afterwards.

It's on the downloads section, under SH3 files. It's listed as 'SH3 Generic Mod Enabler'.

And here is what the description says:
