I never timed it, but I think reload speed increases as crew experience increases.

Reloading
Sounding General Quarters will cut your reload time by about 1/2 or so, also if you are running TMO one of the special abilities is Master Torpedo Man, which will also reduce reload times if you have a Torpedo Chief with this ability in your crew
