Default problem: there is too many ants on my sea

hello everybody,
here the screenshot:

As you can see there are many many little black dots on the sea, on one frame it is not so deconcerting but during the play all this details are moving creating a sort of digital noise. very unpleasant. Have you got the same strange thing with the game, is there any solution?
so i checked up all this parameters:
_it is not the mod, because it is the same thing with the 1.4 version game.
_this is not the anti aliasing, i play on AA 8X and 16x Anisotropic Hd (you can see the perfect line of the boat)
_ my frame rate is about 60 fps
_i checked with or not the adaptativ anti aliasing option
_i test with or not the filter photographic and all the graphic option of the game (realistic sea, gamma...)
_i am in full resolution 1280x1024 (at 60hz or more)
my graphic card is a gigabyte Ati 4800hd serie and with the other video games i haven't got this problem. i play on Silent hunter 4, v1.4

thank you for reading and helping me

hi everyone!
i tried rivaturner but it don't open correctly with my catalys 9.7 so i tried ati tray tool and played with all the options as lod map bias, AA and AF, don't change anything.
the lines on the sky come from the submarine cable, just to show you that my AA is on.
Effectively it is a cool picture very realistic but as i said it is disturbing when moving. i will try to make a movie on fraps just to show you the anoying noise

Sorry but thats just amazing - wish I could get halfway near that level of reality on my rig! Seems to me one of the most details sea shots I've ever seen.
