i was wondering does anyone know the mod that gives you the ability to walk around in the sub?

Trigger Maru Overhauled, you will find it in the SH4 Mods Section. It's a great one, along with others there.
Also Webster has a mod that does this, again in that section I mentioned. |

The stock game let's you walk around in the sub. Just use Shift+F2.
