To assign the watch officer's orders to the watchman qualification rather than the actual officer? I find it absurb that a petty officer with watchman qualification is unable to give out orders/reports which i'm sure he would in real life!

I don't think so.

The only theory I could provide to work this would be to do something with the radioroom petty officers, but its still unlikely.
