my mods are many but major ones are enviro 4.6, natural sinking, and a few others

the sea and movement outside of the sub seems jittery even the submarine seems to studder as it moves through the waves. It's kinnda a studder of all moving objects... sub and waves

Ps. I have a dual core AMD with a Radeon 2600XT card

Try turning down some of your graphic options. In the left column in Graphic Options unclick all. In the right column unclick Vert sync.

The thing that completely cleared up my jitters is a free program called AlacrityPC at alacritypc.com. Great program that shuts down unneccessary programs. Easy to install/use.

When it is studdering, look to see if your hard drive is working. If so, find out what the hard drive is up to in the background when you are playing.

The 2600XT is your problem. Especially with a slower CPU (for SH4) like a 3800+ or less. Turn off volumetric fog for starters, and work you way through turning off other features.

Pushing the 2600XT past 1154x862 will drop your frame rates into the low teens. Stick with 1024x768. I have one of these on an HTPC. The x1950 was more than twice as fast.

The 2600 series is considered a mediocre gaming card. the 2400 is abysmal. However, the 3850 gives a HUGE jump in performance at a reasonable price (although the AGP versions are still around $150, the PCI-e have dropped to close to $100) and will hardware decode HiDef DVD's like the 2600
