v sync makes you card sync with your monitor, it only allows the monitor to display the same number of frames as the refresh ( i think?)
really, it helps reduce tearing (wierd little effects on the screen caused by high framerates) if you have an LCD display it dosn't do too much but it can't hurt...

V Sync is to be enabled only when your FPS in the game never goes below your monitor refresh rate (e.g. 60 Hz).

Yup, also the rule I'd go by - if the game looks to be running no problem, no need to touch V-Sync! It's a sure way to degrade your overall performance as it does reduce your overall framerate. It should only be used to fix image "tearing" if it actually occurs.

On some setups, enabling VSync makes your ingame mouse-cursor less laggy.
