Random Layer in SH4 ??

I´ve using the Mission Editor of SH3 for Ships Adding in the Scripted an random Layer.
Now i like to do that with SH4..,but where are the Scriptet Layer Campaign Files?
In the Campaign folder i found only mission files like Task Forces etc for moving Ships.
Where are the Files for the bases and Ships there are anchored in the harbors etc?
