How Do You Make A Photo Recon Mission Work?

I've been working on my first war patrol scenario this weekend and am having a small problem. Part of the scenario which I've been working on involves a photo recon of a particular harbor. I've tried using both the O_photo.dds and the O_photo_G.dds notations in the mission editor but when I get to the harbor where the photo recon is assigned the camera icon on the task bar under the periscope icon is not active. What am I missing?

The camera icon is only active when the target is locked.

You right click on the map in the mission editor and make a map zone.

Then in the pull down select objectives and add a new one, when you pick photo on the right, your map zone should be in the list.

I haven't figured out exactly what the parameters are. Either the sub needs to be in the circle, or the targets do, or perhaps both, lol.
