Default [TEC] [REQ] Camera.dat file move inertia

In almost all the free cam adjustments I see the moveinertia is set at a very low level like 0.01 for an example

But there is (1) of them Dummy cam free cam set at a much higher level 0.15

Would this be the cause or could it be the cause of a visual anomoly with the ocean as it is flying accross the surface?

I know there are some guys out there that have done some serious work with the camera this is why I am asking as this is a first for me.

I could just go in there and start playing around but not sure exactly which free cam's are for what.

Just an example when your in total free cam and not turning it or moving it in any way everything that moves around your position looks and functions perfectly. But the second you take the mouse and move the camera view up and down or foward and back the ocean jumps and moves with it and you get a stuttering effect.

I think the exact same thing is happening when the camera is loked onto the sub and moving with it so the same effects are being created.

Problem how do you even start looking fo what might cause the problem?
