Unfortunately SHZoneEditor.act file (functions) is not used by any Sh4 files (*.exe, *dll, *.act) ...
I remember, that very much for a long time DevTeam wrote, that in SH4 will be Zones Editor ...?
Or it is not finished feature too ...

This file contains the damages zones list and their properties so if for example you want to change the way the zones of the ship flood due to damage, you dont have to read line by line through 8 pages of it.

the silent 3ditor doesnt do cfg files and my eyes arent good so its like reading a dictionary.

besides, ubisoft says in the file:

It's advisible to edit the values for parameters using the Zones Properties
; Editor. Note that the Editor doesn't provide the feature to add/delete a zone
; from [Zones List], therefore before edit the parameter for a new zone, one must
; manually add it in [Zones List] section then start the Zones Properties Editor.

Lagger, the state of the art right now is the RFB Team, with the NYGM boys working on a new damage mod. Why don't you go over to the RFB thread or to Submarine Sim Central , newly renamed modding den of RFB, RSRD, plus lots of others and put the question out there in the Crew's Mess. I'm sure you'll get plenty of help and pointers.
