The reason there are drug dealers is because there is a demand for their product. You can target the supplier all day but the kinds of money one can make in the drug trade will always mean that there will be many dealers.

I don't think it is a problem that will ever be resolved fully.

Oh I agree, as long as there is a big demand, they will go on supplying it.
