This is the question nobody wants/can answer as it seems, as everybody is telling just that a better hydrophon guy will increase the work at the hydrophone, but thats already clear enough
The same qualification serves for BOTH the hydrophone station and the radio/radar station. That being said, if you have a qualified sailor at the hydrophone controls... and a sailor with no qualification at the radar station.... only the hydrophone station is given a bonus.

For full positive effect, you need a qualified sailor in both locations. Two qualified, non-fatigued sailors in that compartment should give you a full green bar... or close to it based on rank... Does that answer the question? (tis the best I can do)

If gunners, torpedo guys work better with medals it only makes sense to award your hydrophone guys also. My two cents worth. Better to award him then say a medic or as I recently found out a flak gunner.
