Strange Problem, Need Help

I just got this problem on a brand new career. Jan 1942 in an S boat. I didn't change anything other than difficulty levels (ext camera, no stablize and event camera). I can't move or anything. Crew looks fine. Tried toggling BS to no avail. Odd.

Using TMO 1.5.2 and PE 4.0 and 1.5.

Edit: Finally found it via search, apparently there's a "fix" for this not listed in the main TMO first post.
