No, For the simple reason that none of the boats except the IX and the XXI could make the trip from France to Penang, There are mods that add some of them though, and the XVIIIs we're never built, But they are fun to play around with...

What I was disappointed about was the lack of the XXI, which COULD get to Penang, but I think that one is modded in somewhere...
