It's exactly the opposite: It adds an Indian Ocean U-boat campaign/career, but no single missions or war patrols. Bugs, well, there's plenty of them, but it's no worse than SH3+GWX in that sense, maybe even a bit better.

Since it's official that many SH3 modders will work on SH4 it will be an easy decision for me to buy a copy of SH4 with the U-boat pack (after I enjoy some GWX 2.1 + RB's effects with Rubini's new water streams, etc.).
