I know this could happen with earlier versions of SH3 weather

Go to C:\Program Files\Ubisoft\SilentHunterIII\data\Campaigns\Campa ign

And open the Campaign_Scr\Rnd and Lnd with notepad

Look for the text below

Minute=0
Fog=1
FogRand=0
Clouds=1
CloudsRand=0
Precip=0
PrecipRand=0
WindHeading=0
WindSpeed=4.000000
WindRand=0
WeatherRndInterval=5
SeaType=0
Briefing=

And make sure the numbers look the same
IIRC is the windspeed which goes to 0 leading to your problem
ALL 3 FILES NEED TO READ THE SAME

Make changes and save
