I left in May 1943 and they were not available, i returned in September 1943 and they were available. 124 day mission

Umfuld is right. I had the same problem. Also, you can just switch between upgrade lists in the upgrade section, ie. from torpedoes to, say, weapons and switch back. Keep doing it until you find your torps!
