I've tried it with different monitor res also. There's no point changing the res of the game unless I want to go back to less than 10 fps but that's another issue.

if thats any good to you ill send you my 1024x768.ini , but youll have to find the relevent lines for tbt and binocs yourself and copy them into yours as mine is a custom nightmare i have stuff added everywhere

i think below brings it closer and loses the strip on the tbt, but im not 100% sure done months ago
