Shouldn't the punishment be decided by the country which he belongs to?

If the crime(s) were committed in his native country, yes. However, if the crimes were international, which they evidently are otherwise Interpol wouldn't be involved, then the country in which the crime(s) were committed would have claim under their jurisdiction.

True! We don't seem to know very much about why people do this kind of thing, and usually the first action taken with a rapist/sexcriminal is to put them in prison. Most of these people know our taboos and laws, ie, they know that what they are doing is wrong, yet they have urges so strong that this is disregarded.
Unless we can find out why this is happening, the problem will always exist.
I have a tendency to disbelieve labelling of "evil" or "inhumane". Sick seems to be the word. Ill.

If they are it doesn't absolve them from the punishment they deserve after being found guilty by a jury of their peers. We must protect those who are unable to protect themselves, children.

Certainly a denial of liberty, if it is a mental disorder driving them then they must be contained. I fully agree with your second sentence.
Slamming them in prison, exposing them to hatred and violence, then releasing them into society without any treatment seems counter-productive. It's not how society treats any other illness. We have to know why, and how to stop it before it starts.
We treat these people like pariahs, creating an atmosphere where it is almost impossible to say "I'm sick. I need help".
I'm basing this on pedophilia stemming form a mental disorder. If these people are simply "evil", right then, prison it is.

I guess my issue is labeling any abverant behavior as an illness requiring treatment. I don't believe that is the case. I know that those abused will never be the same and may very well be wards of the state in the future. Our efforts should go toward the abused and not the commitors of these crimes.

Precisely....I've witnessed the aftermath first hand....on too many occasions

What next ?....Theft, kidnapping, extortion, speeding are all diseaes

Society has standards, namely rules, laws and expectations that people are expected to adhere to....if they can't then the judicial system is there to enforce what is expected
