First thing to help when you do a rebuild of your HDD is to defrag. You should also look at getting a registry cleaner of some sort. Most of this is covered in the tutorial that was posted by KP.

Without checking the sites the other guys have recommended (so this is probably in there), the first one I do is:
My Computer/Properties/Advanced Tab/Performance Settings Button/Visual Effects Tab, then select 'Adjust for best performance'. It seems to make a difference to me. Then kill all the unneccessary startup items with msconfig and, as already said, use defrag and ccleaner to keep it in shape.
