Right, on my soapbox now .. these 'things' that have been commited for these crimes should, at the very least, be never let out of prison, an institution, whatever and if some 'do-gooder/we have changed this person' signs the release form and let's one of these 'things' back out into society and it re-offends then the 'do-gooder' should be brought to task. Do-gooder would certainly think twice about signing any release forms then.
These 'things' can't guarantee they won't do this sort of thing again and because of this reason alone, should never be out in the Public arena but 'institutionalised' instead.

Someone might question my totaly absence of moral, and I agree. Because moral is something that you should test in front of your mirror with yourself.

My (still open question) is: What use has a penalty at all?
If I want to get rid of him (this is a use) I can do it. No need to care about some reasoning like call it "penalty".. why should I care if he feels bad?

If I want to prevent it.... OK now it's time for your moral question... preventing by eliminating.. yeeees it works, but has it a further use? I'm not sure! I question that!

If I want to set up a "*** sorry, I don't know the english word for: to fix something, that I broke?****" ? Then one should set up something that makes the accused to make things better for his victims.... and maybe show regret?? (depending on your morale needs)

In terms of "use" I would set the focus ONLY on option 3) as it is the only option which care about the victims...
Sorry but I do not care for real about the accused criminal (or not gulity). I DO NOT CARE ABOUT PENALTY!
I care about helping the victims... (if it is possible at all? I do not know?)

Getting him into a "normal" prison (as opposed to a closed institute) is the worst penalty he can get, because sickos like him are loathed even there.
