Brains take up a lot of energy. Animals tend to keep their brains as small as possible in order to preserve energy. Human brain sizes did start to snowball in terms of size after a certain point in pre-hisotry, but I really can't imagine that we have more brain mass than is used. It would just require too much energy to maintain with out benafit. I think it is more that our brains don't usually work in the way we want them to. Instead of a storage and processing unit that can learn to speak English with almost no training, we have a rigid brain that is resistant to changing it's self and more suited to food, flight, fight and social matters, rather than abstract thought such as mathematics or physics.
