Judge, historically - sonar approaches were used at the outset of the war and were found to be ineffective. I am not sure, but I don't think any enemy vessels were sunk using sonar only attacks until the homing torpedo arrived. Hits using that method were a rarity. The end result was that it was "endorsed" out as a tactic very rapidly. Periscope observations are the way to go - or just launch a large spread to cover the errors - if your willing to get 1 hit out of 6...
