For some reason the INTERIOR crew ARE harmed by stormy weather at saved game reload time. It appears that while restoring a saved game the engine checks to see what the weather state is and whether you are on the surface.
I don't yet know what the meters/sec break point is (still testing) but rough water and on the surface will cause all but bridge crew fatigue to be set to a very high level

Is that why they are fatigued? I couldn't figure out why my guys were all worn out after loading a saved game. I'll have to check the weather state next time I load a game.
