Indeed they are. If you followed Step 1A and unzipped "modtools.rar" followed by "SH4_Modding_Tools_and_Utie.zip". "SH4 Aircraft .zon and .sim Tweak files.zip" is one of the files within "SH4_modding_Tools_and_Utie.zip"
