Yes, it's your radio direction finder. Use of the Radio Direction Finder is automatic and represented abstractly by some of those contact icons that appear periodically on your F5 Nav Map. The physical representation of it on your bridge is just eye candy. If you don't like it, there is a mod on the GWX homepage to remove it.

I thought you meant the watch crew there for a minute. I've got 5 big rotating thingies on my bridge, six if you count the RD.:rotfl:
