I was the one who posted about the V-Sync being set to "Yes" fixing the stutters.
V-Sync "Yes" = No stutters for me.  Turning off V-Sync causes those slight stutters for me...almost like the card is too fast for the image, so when you move around, the image has to catch up. Turning on the V-Sync "seems" to have rectified this for me.

Correct me if I'm wrong. VSYNC = "yes" needs to be set in the main.cfg file of the game. Should it also be set to on in your cards setup, too?

Vsync has to be changed via the Main.Cfg settings found in your Mydocuments SH4 folders, use notepad to open it up and locate the line under [Video] that reads Synchronized = No and change to Yes
