By rights docking at a milchcow or other friendly base shouldnt get you a full load of torps anyway - fuel was the main reason for visiting anything other than your home port
I expect a high percentage of the time in RL they only picked up fuel as they hadnt even seen a target let alone loosed a fish

I wonder if that could be modded into the game

It micht have been possible to get more deck gun ammo and fuel (not sure if this is entirely historically accurate), from milch cows but the larger ships like Thalia etc, may have been able to resupply torps. (Again how accurate is this?) if a mod was made it should provide some level of differentiation between the MC's and the ships.

Personally I'd be happy if it was fuel only from both. (And I think it's probably more accurate. I think a full or even a partial torpedo restock in a neutral harbour would have attracted a bit of attention).

Certainly in terms of on the hoof patrol decisions regarding fuel / target distance calculations etc, and making it home afterwards. Possibly what and how much is available from supply vessels might be adjustable through the realism settings.

Milk Cows were properly implemented in AOD i think. I dont remember if milk cows existed in that game...did they?

Torpedos were available at milchcows but obviously stocks were limited
The milchcow was on station to cover any number of boats so it would be a bit much to expect a boat to get reloaded with a full load of torps

Especially a IXD2

The time alone on surface to transfer more than a handful would be a risk

Needs more investigation methinks

It has been my understanding that they only loaded enough eels (and fuel) to get them safely home. The milchkuh was not a filling station that let them return and patrol for two years at a time.
