It's a requirement based on current limits in face recognition software. It's not silly. It's something we're not used to hearing about yet.

But they should have let the child go just this once for cuteness.

I'm afraid it's their own fault - leaving it too late and then not reading the instructions properly - this leaflet is included with every passport application form: http://www.passport.gov.uk/downloads/PLE_04Eng-Photo.pdf
