Help with lighting my Buoy

Yes, that is why I created it. I wanted some help navigating especially
in the harbors at night. The dynamics are all finished and it moves just
beautify now all I need is some tech help on the glow effect. I of coarse
do not what it,s to shine through objects though. What is also a plus is
you can ether set it up as an environmental object or a ship object.
The advantage of the ship object choice will be the ability to lock on
and ID the buoy for added navigational aid.
