Neutrals went in the convoys also, the Americans would patrol/escort to a certain latitude off the coast of the US eventhough we were not in the war yet. Putting in neutrals and getting bad press(less renown) is a great idea that was put into the game. GW took it further and now you get message with who you can sink and what date. Also, they have a book of flags in the UZO/periscope view with dates the neutrals became fair game.
On the subject of flags, does anyone know what this is.. 3 horizontal bands of equal size, Top = light blue Middle = white Bottom = light blue

It was not in the UZO Flag section and I was in two minds whether to sink it or not ?!

Either the Kriegsmarine signal flag for Ludwig used on the Bismarck (unlikely!) or the
Nicaragua, El Salvador or Honduras flags perhaps? They were similar to that, blue/white/blue but each had a symbol in the middle.

Nicaragua WWII flag:

El Salvador WWII flag:

That's the Argentine flag. Neutral, don't you dare

To be more accurate, it should have a yellow sun in the middle.
