Putting in neutrals and getting bad press(less renown) is a great idea that was put into the game. GW took it further and now you get message with who you can sink and what date. Also, they have a book of flags in the UZO/periscope view with dates the neutrals became fair game.

On the subject of flags, does anyone know what this is.. 3 horizontal bands of equal size, Top = light blue Middle = white Bottom = light blue

It was not in the UZO Flag section and I was in two minds whether to sink it or not ?!

Either the Kriegsmarine signal flag for Ludwig used on the Bismarck (unlikely!) or the Nicaragua, El Salvador or Honduras flags perhaps? They were similar to that, blue/white/blue but each had a symbol in the middle.
