I'm not sure about the German cross...maybe Donitz. Prestigious awards like the Knights Cross were awarded by Hitler...atleast in the beginning of the war I believe but I'm not sure how they awarded the grades of the knights cross (oak leaves, and such) and who gave them out. __________________
