No, that's 'bearing', not 'heading'. Heading is the true compass direction in which you are heading, hence the name. Bearing is the direction relative to your bow.
So yes, the '-' key will instantly return the periscope (or UZO or regular) view to '0' bearing, and the '=' key will bring the bow of the ship (heading) around to the direction you are looking. But only if you are using the 1.4b patch.
