I was wondering when someone would say something like that. I guess the trick to writing a "tactics manual" would be to not make it too specific, and at least somewhat open ended, so that while it might describe a general way that one might think about the problem, it doesn't say anything specific like, "open fire at XX kyds, with these torpedo presets, in situation Z."

Submarine operational tactics are imparted to Fleet members on more advanced courses.
To unlock the door you have to fight your way up the food chain.

Naturaly people who have climbed the greasy pole are reluctant to divulge their well earned rewards !
However it is true for example that the substansive contents of say the SWs SOBC and SOAC courses
are 'out there' if you are a keen and observant 'Searcher.' More advanced course information is scarcer !

It is regretable but entirely realistic in todays 'climate' to accept limitations on the exposition of more
advanced theory whether in this area of naval tactical operations, or flight simming and ATC.
I suspect that attempts to push boundaries will be thwarted !
