In WWII, U-boats running in silent mode (Schleichfahrt) aimed to minimize noise to avoid detection by enemy sonar (ASDIC).
This meant reducing or completely shutting down noisy machinery, including the electrically powered hydraulic pumps normally used for steering. In such cases, the rudder could be operated manually via a hand-cranked wheel in the control room, allowing for quieter adjustments. I have made a small mod to represent this.
