you are looking in the wrong place! (lol, what movie is THAT from?)

try \Data\UPCDataGE\UPCLocalization. there is only one file in that folder and you can edit it with Notepad.

BE CAREFUL when you edit because one mis-type and you will be rewarded with a CTD that comes without an error message. best to make a copy of the file before you change it.
