I run SHIII on a laptop and for the first two missions I ran it on a Video card that had just 32MB of Memory. It actually ran, albeit a bit slowly. If you can handle some choppiness when attacking convoys and in harbors, don't add graphic intensive mods and lower the particle setting, you should be able to play it. You might also improve things by setting the Dirrect 3d settings for your card to lower values to improve things.

You do not say what video card you have, I have a Nvidia FX GO 5200 and this is the absolute minimum you would want to play SHIII. I have since upgraded to the 64MB version of this same card and performance shot up at least 50% (it is still a tiny bit choppy in harbors).

My other specs:

3GHZ Pentium IV mobile
1GB RAM
and the Nvidia FX Go 5200 w/64MB
5400 RPM HD
