Keyboard shortcuts in Fleet Command don't work

Hi all, I have same problem with shift 2-3-7. First link in this thread doesn't work... how I can do ? Thx

Just to let others know. I own the Steam version of Fleet Command and it helps to install the US keyboard layout in Windows 10 and then switch to the US keyboard with the button in the lower right. All keys should work then accordingly to the F1 screen.
