Well, where do you have Silent Hunter installed? It almost sounds like you're in C:\ Program Files (x86) \ Ubisoft \ ... ?? The recent round of "updates" from MS were in response to WannaCry, or whatever they called that ransomware thingie. Now IE11 doesn't like certain pages, and Win10 especially has locked the cookie jar tighter than ever against user intrusion... If you have a Steam install, you'll have to manage your install through your log-in there on the web, but most other versions of the game, all you have to do is copy the Ubisoft folder with Silent Hunter in it, and "paste" it somewhere else, like directly into the C:\ drive. NOT the Silent Hunter folder, the Ubisoft folder with the Silent Hunter in it... If that's not the problem, I dunno... Have you tried "Run as administrator"? "Disable display scaling on high DPI settings"? Both of those are gotten to by right-clicking on the SH4.exe file in the Silent Hunter directory, the clicking on Properties on that context menu, then on the Compatibility tab...
