Modders mostly make mods to make the game do what THEY are interested in. Sometimes there are a lot of people who play the mods and sometimes there are not. But most modders mod for themselves and then think "I wonder if anybody else would be interested in this." Then they post it.

Stuff like our Fall of the Rising Sun Ultimate Project, made for the community, is not the norm. But we're weird like that.
