Via telephone you can request to change your flotilla - not your homebase. If you want to start from Salamis or Bergen, you have to transfer to the matching flotilla after it becomes active there. You go where your flotilla goes as long as you stay with it.
With the availability of the French bases your flotilla moves to i.e. Brest or Lorient and only there you'll have your homeport with this flotilla. When they close the base again, you transfer with them to Norway or Germany. If you are docked while this flotilla movement happens, you will start in i.e. Kiel or Wilhelmshaven as before, but you will receive the information: new homeport i.e. Brest or Lorient - and you have to dock there to have the homeport interface. While at sea - the date your flotilla moves to France - you'll receive the message/order to dock at your new base/new homeport like above. (The base was changed to XXX) While at sea you may receive the information: new base in St.Nazaire available. This is not the homeport of your flotilla, but just the information of an available blue/axis port, where you can dock and resupply - but without any homeport interface to recruit crew or upgrade equipment.
