Well, it was worth a shot. Another thought, have you tried running the game without the OTC installed. If so, how does it run? If not, try running the game without the OTC, if you still have the problems, then I suggest you try uninstalling and then reinstalling and start over.

This endless convoy has been a bug in the stock game for years. Short of using a mod that changes the stock Campaign mission files (OTC does not) which directly corrects this condition (I don't think even RSRDC addresses this issue), you'll just have to ignore the event.

Is this in a campaign or a mission? To those who see it often, is it everwhere/everytime or limited to certain places / time periods?

It is in the normal career campaign.

I still play the stock game a fair amount because I have one career there I want to finish off. I have not seen this...my good luck I suppose.
