1.3 is your problem. In my opinion you need to install the U-Boat expansion that will bring you to 1.5 - the version most mods are made to run on. It has many improvements to the US Fleetboats in the PTO, so don't think it is only for U Boats.
I m not a fan of Steam however there are quite a few running SH4 1.5 on Steam.... you'll need to purchase the add-on. If you can find a copy of SH4 Gold, that is 1.5 on a DVD. Good luck & welcome to Subsim
