Yugoslavia had a well regulated militia. Every citizen learned to use weapons before they were allowed to drive (my mother knows how to use an AK-47), those history classes about WW2 was also a tactical education about guerilla warfare. That's how you do it.
Heck, we had the Home Guard during WWII, they were a bit overzealous at times, often they wound up arresting bailed out Polish pilots thinking their were German.
However, the real serious folks were the Auxilary Units, and they were nails.
